A. He uses the words "millions of dollars" to signal the nonexistent and the actual purchases of high school sports. These words are effective but not in the way he used them it really just seems to repetitive and sounds more like a rant.
Brent Staples - "Black Men and Public Space"
A. To give the reader the view of what others see him as like an attacker, mugger or a man that is intent on a violence. He achieves the feeling like he is like a attacker, that he is following her to do some violent intent on her.

Pg. 243 Q2 & Q5
Q5. A small town can compete with a large new mall for shoppers. Specially when the new mall helps contribute to the community. Like making young teens having a place to venture out to rather than stay at home all day. Giving ladies a place to shop and expand there closets. But merchants must work together, modernizing the stores and making the town's main street pleasant, even fun to walk. Like, walking through a park on a carefree and sunny day. They should also copy the malls' example by including attention-getting events as often as possible. Like such events as discounts on everything in the mall, games for the children, or even match maker service for people.
Q2. There's no use crying over spilled milk.
1Ex: When you spill something on another, losing something, forgetting a birthday
